I know to make water but I don't know make ALL WORLD water. How to make it?

If you water is on your editable terrain, under the "Edit Terrain", "Options" tab, check the "stretch edges to horizon". For all practical purposes, it will stretch the water as far as you can see in the game. If you want further control, you can edit the Far Clip Plane and Fog Settings in the Environment button at the top of the editor.

Basically what you need to do is first decide how large of a map that you are looking to create.  You can size your terrain by selecting the terrain and going to the options tab under 'Edit Terrain'.

The X and Z sizes are in meters - so a 1km square terrain would be 1000 - the default terrain size is 256 meters square.  You can also adjust the mesh resolution of the terrain on the same dialog.

This size is the playable area of your terrain.  Once you have the playable area defined, you can stretch the edges to the horizon using the checkbox that Ron mentioned.
