What do you mean by underwater physics? Do you mean objects that float? Because thats just a matter of providing a physics object a positive buoyancy value. And what do you mean by underwater effects? You mean rendering some screen-space pixel shader or something?

Just add a preset object by selecting add: choose "From template", choose "Geometry", choose "Editable Physics Box." Then go to physics pane, choose "Box" item in the list, this will bring up the phyiscs editor associated with this box. Look for the Buoyancy slider, and set this to 1. Position the box over the water, and click 'test' button in the physics pane to simulate.

LOL! Yeah, that's cause you absolutely do NOT want a bouyancy of 1
try 0.3
Also, a mass of 1.0 will make it behave weird, like it's in mud. Try at least 10 mass and 0.5 bouyancy for a good natural bounce.
