I just realized that all of my diffuse map scaling has been reset to 1 on all my objects and that I no longer have the ability to scale my diffuse maps in the surface editor.

The button is actually missing from the last one. So...lots of things went to crap visually. Some utterly. Is this an oversight or deliberate and is there a workaround? This is actually catastrophic for me.

same thing for me, but my textures are still Ok. i notice that the "SurfaceTextureScale" function is not available in "edit properties" menu  Huh. This function is present in my opr files.

The diffusemap scale has been moved into the UVCoords tab of the surface properties.

You can scale independently in U & V as well as set an offset (etc).  This is also where you can setup texture animations for any surface among other things.
